Currently, the way you've written your 9 equations, you have 18 unknowns.
x11, x21, y11, y21, a11, a21, a31, D11, D21
AND Eq1,Eq2,...,Eq9
If you know the valus of Eq#, then you can atleast solve the 9 equations. From there, look up the functions Reduce or FindInstance. They deal with inequalities.
Its just a start...
