Hi John,
If you want to do this by mouse operations, the answer is definitely NO. Currently Mathematica does not support mouse operations on graphics. However, if the box and circle are drawn by using graphics primitives such as Line, Circle etc. you can always generate mathematical operations that will do that, but again, you will need to reevaluate this command rather then activating it with the mouse
