I can tell you that if you print with "Extension Off" the problem
doesn't happen (yes, you must REBOOT, ISN'T LIFE A BITCH!).  Maybe we
can blame the army of extensions I have installed.  Later I migrated to
System 7.5.1 and had the same problem.  But I discovered that the
Custom Magnification pop-up menu at the bottom of the notebook
changed.  So I selected "100%", adjusted the scroll bar and PRESTO!  I
don't know if this works under 7.1.
