Try this:

MapThread[(#1 + 1)^#2 &, {#, {r, s, t}}] & /@ {{a, b, c}, {d, e, f}, {g, h,
i}}
{{(1 + a)^r, (1 + b)^s, (1 + c)^t},
  {(1 + d)^r, (1 + e)^s, (1 + f)^t},
  {(1 + g)^r, (1 + h)^s, (1 + i)^t}}
