I'm afraid the answer is dreadfully simple. Just try Show[b,a]. BTW, the
curly brackets are not needed. All this has to do with the way Graphics
keeps the options in the various objects to be shown together.

This seems to work fine if both a and b are standard Plot[] functions but
here I'm mixing Plot[] and ListPlot[]
