Automatic Table of Contents creation for a notebook?

Wouldn't it be handy if you could create a designated "Table of 
Contents" cell, maybe at the top of a notebook, and then, any time after 
that, highlight a word or phrase in a cell anywhere in the notebook, 
pull down a single menu command, and with that one action make the 
highlighted text a cell tag, create a link to it in the ToC cell, and 
leave you back at the tagged location?

(instead of the nine-step, scroll back and forth, procedure needed to 
accomplish the same thing as described on pp. 18-19 of the Mathematica 4.2 
Getting Started booklet)

Anyone want to cobble together a menu command to do that?
