What does grouping terms have to do with it?

For that example, version 5 has the same strange (to me) behavior.

I knew Mathematica was smarter then me...it just took me a few more 
operations to realize what it was doing...so i need to add this.... 
Simplify[ Sqrt[a]/Sqrt[b] , b&gt;0] outputs Sqrt[a/b].... but Simplify[ 
Sqrt[a]/Sqrt[b] , a &gt; 0 ] outputs 1 / Sqrt[ b / a]....as, of course, 
it should for grouping terms.... sorry for taking up mathgroup time...i 
thought i had noticed something in the previous email...that was of
