Just use enough PlotPoints.

Plot[{UnitStep[Sin[x] - 6/10], Sin[x] - 6/10}, {x, 0, 60}, PlotPoints ->
100];

In Mathematica 4.0 for windows I use

Plot[{UnitStep[Sin[x] - 6/10], Sin[x] - 6/10}, {x, 0, 60}]

but it seems that some of the pulses are missing, as for x=27 where
UnitStep[Sin[27] - 6/10] =1

Please give me an explanation.
