Palettes are just like notebooks except they often have the option 
Editable->False. This prevents you from adding the option. So you should do

1) Set Editable->True
2) Then, set WindowFloating->True
3) Reset Editable->False
4) Close the palette (It has another option which makes it save the palette 
when it's closed)
