in 4.0 i Don't get anything with your code.
PlotVectorField[{x, 1/y} , {x, 0, 3}, {y, 1, 3}];
gives the proper vector field.
so does,
f = {x, 1/y};
PlotVectorField[f , {x, 0, 3}, {y, 1, 3}];
it seem likes it has to do with the set delayed used
in function definition. Plotvectorfield probably needs
the evaluated function as it's argument... ( maybe)
