Use the option inspector. Call up the option inspector using Format | Option 
Inspector or whatever method you like best, then change to Show option 
values for notebook, then type Magnification in the lookup box. Change 
magnification to whatever you like.

As an alternative, you can change the Format menu to include the 
magnification you like the best. The following link describes how to change 
the format menu to include additional background colors, and modifying it to 
include additional magnifications instead shouldn't be too difficult (you 
will need to examine the file MenuSetup.tr).
