Hi,
what does Verbatim[] ?? when you  do that:
Comm[Verbatim[Piecewise][A : {{_, _} ..}],
Verbatim[Piecewise][B : {{_, _} ..}]] :=
Comm[Testy[A], Testy2[B]]
