Your function's argument (a row) is a single list of length 2.
ans=(#[[1]]+2 #[[2]])&/@lis
{a[1, 1] + 2*a[1, 2], a[2, 1] + 2*a[2, 2], a[3, 1] + 2*a[3, 2],
a[4, 1] + 2*a[4, 2]}
Alternatively, this can be written
ans==({1,2}.#&)/@lis
True
