Sum[f[i, j, n - i - j], {i, 0, n}, {j, 0, n - i}]

f(0,0,4)+f(0,1,3)+f(0,2,2)+f(0,3,1)+f(0,4,0)+f(1,0,3)+f(1,1,2)+
    f(1,2,1)+f(1,3,0)+f(2,0,2)+f(2,1,1)+f(2,2,0)+f(3,0,1)+f(3,1,0)+f(4,0,0)
