Yes. Mathematica has the ability to read/write arbitrary file
formats. The only constraint is your time, your ability and
whatever limitations placed on you by your system. Note, while
this is indeed possible, there are other tools specifically
designed for editing audio files. And while the functionality of
these tools can be duplicated in Mathematica, this may not be a
very efficient way to get your task done.
