I would do it this way :
In[1]:= a = "{x,16,x,1 T,x}";
In[2]:= b = StringReplace[a,
{"{" -> "{\"",
"," -> "\",\"",
"}" -> "\"}"}] // ToExpression
Out[2]={x,16,x,1 T,x}
In[3]:=b[[4]]//FullForm
Out[3]//FullForm=
"1 T"
