PacletManager

I am having a strange problem that is related to Java and PacletManager.
I can do calculations with Mathematica but I can't connect to the Internet.
The system says that I am not connected, while I am  (I am sending messages
from the same computer), After debugging I discovered that apparently
Mathematica fails to create a new object for PacletManager, The output is
JLink`JavaNew::fail: "Error calling constructor for class
com.wolfram.paclet.client.PacletManager.

I teste the class and it is on the correct jar file, but somehow it fails.
I was using this computer until last Friday, without any problem. JVM
was updated recently, maybe this is the problem.


I have no firewall or proxies on my computer. If anyone can give me a clue?
