How do you define best? Most bang for the buck? Best possible
performance? Least expensive? Something else?

Generally the more the merrier. Seems like more RAM is always
better for performance.

Probably not critical. Would depend on specifics of your application.

Faster is usually better here

 From my perspective OS 10.5.1, i.e., the latest Mac OS is the
only way to go. But I am sure you will find others with
different opinions here

Depends on your OS. No point in more than one processor if your
OS cannot make effective use of more than one processor.
