I don't think anyone byt premier-servie subscribers gets any updates,  
or at least not free ones. And since these are minor updates and not  
are cheap if you have to pay for them, in practice this means that  
only premier service subscribers get them. So  "premier subscribers  
first" is already the de facto practice.
