Sure it is. I've done it, in both XP and Vista. It seems if you are 
editing a style sheet right-clicking on a style definition cell doesn't 
bring up a context menu for copy/paste, but you still can copy/paste 
from one style sheet to another with Ctl-c and Ctl-v.
