If you've created a legacy help page (i.e., one that works with the pre-v6 help
system), then there's no need to update the index.  Every time you launch the
old help system, it rebuilds the index.  Since there's so little content in the
legacy system, rebuilding it every time is quick and painless.

If you're creating a new, paclet-based help page, then there's nothing to
rebuild.  It should just work.

If this isn't helpful, then some more details about what exactly you're doing
would certainly be in order.
