The issue of whether cell brackets are visible all the time -- not just 
when you hover the cursor at the right window edge, is independent of of 
using the StyleSheet you mention and of setting the View Environment to 
SlideShow: it's a notebook option that you may set with the Option 
Inspector, either at the Selected Notebook level or Globally. In the 
Option Inspector, search for ShowCellBracket. You'll see that it's set 
by default at Automatic, which is the behavior you're observing. Change 
it to True if you want cell brackets to show all the time.

The issue of the SlideShow environment omitting the navigation arrows in 
a bar at the top is something I'm not seeing in 9.0.1 under OS X. 
Perhaps you changed some option affecting that, too?
