Mathematica 9.0.1 has built-in functions:
  ToUpperCase
  ToLowerCase
  LowerCaseQ
  UpperCaseQ
I assume the are in v8.0.4 also.
With them, you can write a function, say changeCase.
Also of use:
  Characters
  StringJoin
