Mma for Windows and C++

Is there any way, messy or otherwise, to call a C program from within
Mma for Windows, and have the output appear as a Mma Out[] line? I'm
looking for something like Mathlink, except Mathlink doesn't exist for
Windows. (Or didn't last time I checked.)
Specifically, I want to be able to manipulate an equation symbolically
within Mma until I get it into a standard form, then feed it to a C
program written especially to deal with that standard form
numerically. If it matters, I'm using Mma 2.1, Windows 3.1, and
Borland C++ 3.0. It would be wonderful if the output of the C
program could appear in the Mma session, but I could also write to a
file.
