Generate Graphs using MathLink

Hi all
I want to generate Graphs dynamically from Mathematica. 
Is it possible to call Graphics Package and draw BarCharts 
from the Math-Link C program? Can Mathematica be called from 
command line or from Perl using system command and generate 
graphs and redirect them to a file?
