Yes, and Version 3.0 gives

In[1]:=		
	Inverse[{{0,0,1},{0,0,1},{1,1,1}},Modulus ->2]

Inverse::sing: 	
	Matrix{{0,0,1},{0,0,1},{1,1,1}} is singular.
	
Out[1]=	
	Inverse[{{0,0,1},{0,0,1},{1,1,1}},Modulus -> 2]
