Where is PostScriptHeader.tr?

Hi!

Where can I find PostScriptHeader.tr to fix the boundingbox bug in 3.0.
Wolframs web pages tell me to get it from 

ftp://mathsource.wolfram.com/pub/outgoing/Support/PostScriptHeader.tr

It is not there. I am not able to find the outgoing directory.
