In the Textual Forms sub-palette of the Complete Characters palette you
will find has the ‘curly quote’, “curly double-quote”, and
«Guilemet»
or, as a Mathematica Notebook cell:
Cell[TextData[
"In the Textual Forms sub-palette of the Complete Characters palette you
will \
find has the \[OpenCurlyQuote]curly quote\[CloseCurlyQuote], \
\[OpenCurlyDoubleQuote]curly double-quote\[CloseCurlyDoubleQuote], and
\ \[LeftGuillemet]Guillemet\[RightGuillemet]."], "Input"]
Cheers,
Paul
