Check the search path : evaluate $Path Depending on your operating system, it should point to 1 your user directories 2 the current directory 3 the mathematica directories on my linux system, it gives : {"/jmt/.Mathematica/4.0/Kernel", "/jmt/.Mathematica/4.0/AddOns/Autoload", \ "/jmt/.Mathematica/4.0/AddOns/Applications", ".", "/jmt", \ "/usr/local/mathematica4/AddOns/StandardPackages", \ "/usr/local/mathematica4/AddOns/StandardPackages/StartUp", \ "/usr/local/mathematica4/AddOns/Autoload", \ "/usr/local/mathematica4/AddOns/Applications", \ "/usr/local/mathematica4/AddOns/ExtraPackages", \ "/usr/local/mathematica4/SystemFiles/Graphics/Packages", \ "/usr/local/mathematica4/Configuration/Kernel"} and a similar thing on winnt4 With win9x the user directory is replaced by \Common Files\ Mathematica etc. If this path is incorrect, either your installation was badly done, or you misconfigured something else.
