The major points are:

1) I want to make the package files available in a manner that EVERYONE can
access.
2) I don't want to spend the time to maintain multiple versions for
downloading.
(If I was running a business it would be different!)

I can make self-extracting files with WinZip (I think I can but haven't
learned how to yet.) but I don't think that everybody can use them. For
example, Mac users.

So the question remains: What is the best method for making large
application packages available to all potential users by downloading?

You'd want to package them as self-extracting (.exe) files.  I don't
think I can actually do THAT with PowerDesk.  Probably you need WinZip:
