Dear Mathgroup,

Thanks to the people who replied.  The problem was that the options for a
function in a package context need to be made available in the global
context by providing usage messages for them.

For those puzzled by the opaqueness of the code, it was just a crude hack
used to narrow down a problem plaguing a larger package.
