Startup options for front end

Folks,

Two related items:

1. Is there a way to adjust the size of the main menu bar when Mathematica
is launched.  It seems to default to stretching across the entire length of
the screen (at least under Windows XP).  I would very much like to make it
shorter than that.  I can manually adjust it after launch, but it would be
nice if it could do it on its own.

2. Is there a way to define the default position of the default notebook
opend on startup.  It would be useful to make it appear anywhere on the
screen I wanted rather than having to move it after startup.
