a = Maximize[z[y], {y}]
b = y /. Last[a]

{1/4, {y -> 1/2}}
1/2

or

b = y /. Last[Maximize[z[y], {y}]]

1/2

or

b = y /. Last[Maximize[y - y^2, {y}]]
1/2
