It rather depends on precisely what you are asking.

The puzzles found in newspapers etc are designed to have unique solutions. Additionally, they are not designed to have the numbers 1 to 9 in the diagonals. So, it will not be possible to find solutions to these puzzles that meet your criteria.

OTOH, it is possible to arrange the numbers 1 to 9 on a blank grid so that they meet all of the criteria of standard sudoku with additional of having the diagonals contain the numbers 1 to 9. So, it is possible to design a puzzle meeting your criteria.

However, I suspect adding the criteria for the diagonals significantly reduces the number of possible puzzles and likely makes the resulting puzzle easier to solve. This combination probably makes the resulting puzzle less entertaining than the current sudoku.
