Because Graphics`Master.m doesn't exist.

Even in 5.0 it was redundant, containing nothing but this:

(* :Title: Master Declarations File for Graphics *)
(* Context declaration to keep Needs from complaining *)
BeginPackage["Graphics`Master`"]
EndPackage[]
(* Redirect load to Kernel`init` package *)
Needs["Graphics`"]

Null

Anyway, the only statement you need to locate ALL the graphics routines is:

Needs["Graphics`"]

and similarly for stat routines:

Needs["Statistics`"]
