Do you want sth. like

In[1]:=
parameters = {{a, b, c}, {1, 2, 3}, {4, 5, 6}, {7, 8, 9}};
f[a, b, c] /. Thread[First[parameters] -> #1] & ) /@ Rest[parameters]

Out[2]=
{f[1, 2, 3], f[4, 5, 6], f[7, 8, 9]}
