File names shortened in 5.1 under Windows 2000

I'm running Mathematica 5.1 under Windows 2000. Whenever I double-click
a .nb file in windows Explorer whose name has more than 8 characters,
the title bar shows a DOS-like "8+3" version of the file name. (For
example, "ParametricCurves.nb" appears as "Para~1.nb".)
If, on the other hand, I open the file from Mathematica's File menu, I
see the full notebook name in the title bar.
Can the unwanted behavior in the double-click case be remedied (without
upgrading to Windows XP)?
