Is this what you want?

data = {{a, {2, 4, 1.}}, {c, {1, 2}}, {b, {3.2, -2}}}; 
Sort[data, OrderedQ[{#1[[2,1]], #2[[2,1]]}] & ]

{{c, {1, 2}}, {a, {2, 4, 1.}}, {b, {3.2, -2}}}
