binary units to units package

Would you please add the recommended prefixes for binary units to the
next version of the units package?

While you're at it, please make VacuumPermittivity equal to it's true
exact value of

(1/(VacuumPermeability*SpeedOfLight^2))

instead of the MachinePrecision version you have now.
