I think I have corrected GF also, (sooner than I expected):

GF[P_] := Module[{M = P}, Do[If[And @@ Thread[Total[
     Take[M, s]] < 1], Continue[], M = NestWhile[
       Join[(PadRight[#1, Length[#1] + 1] & ) /@
          Take[#1, s - 1], (PadLeft[#1, Length[#1] + 1] & ) /@
          Take[#1, s - 1 - Dimensions[#1][[1]]]] & , M,
        ! And @@ Thread[Total[#1[[All, Range[Length[
                Flatten[Split[#1[[s]]] /. {l___,
                    {(0) ..}} :> {l}]]]]]] < 1] & ]],
     {s, Dimensions[M][[1]]}]; M]

It works at least in the case of your first example. Please test it
and let me know if you find any problems. I really cannot spare have
the time to do it myself.

By the way, even if this is finally what you desire, I can see that
the code could be made a more efficient. However, I think it is
efficient enough, and as I wrote above I should not be spending too
much time on this so I hope other people will look at this carefully
or propose their own alternative code.
