Mr. Huber, 

I think what you are looking for is in separate FAQs for different systems.

How do I customize the layout for my installation of Mathematica for [platform]? 
   (This one also covers Unix.) 

On recent Windows versions, $BaseDirectory or $UserBaseDirectory will 
usually be under C:\Documents and Settings\ .  If you are still with 
Windows 98, expect them to point under C:\Program Files\Common Files\.
