You can use the regular Format menu.

I agree it should be on the Graphics Inspector, though. I'd also like 
the Graphics Inspector and Drawing Tools to be all in one place. When 
using the Drawing Tools, one ought to be able to set color, thickness, 
dashing, etc. without having to pull up a separate Graphics Inspector.
