Not that I would consider myself one (experts for this are probably
limited to the developer team at wolfram research), but I think this
happens when the FrontEnd thinks it will take a while to rerender the
stuff it shows. What I want to say is: I don't think this depends on
long calculations within the Kernel. For me this happens often when I
resize windows which contain many automatically generated opener-views
and panels, and sometimes I feel that it takes an unreasonable amount of
time (up to some minutes) so I decided it is best to not resize windows
with a lot of dynamic/grahic stuff. Anyway I suspect there is room for
improvement here...
