This generally happens because it cannot find Mathematica or it can't 
start a kernel due to a licensing issue.  You should check to make sure 
that the proper path is being used in MSP.conf.  If so you check to make 
sure there are not multiple kernels running that would prevent you from 
launching a kernel in webMathematica.
