To do that, you'd want a clear notion of exactly what constitutes a 
package!  In one sense, any .m file gives a package, but that's probably 
not what you want.

This will list them:

  SetDirectory[ToFileName[{$InstallationDirectory, "AddOns"}]];
  FileNames["*", #] & /@ FileNames[] // Flatten
