I get this message when the notebook's kernel is not defined in Kernel Configuration Options. The notebook you have trouble with might have a default kernel name different from "Local". For example, create a new kernel setting in the kernel config. options dialog, name it "abc", set the notebook's kernel to "abc", save the notebook, delete "abc", reopen the notebook, evaluate something, and you'll get the same error message.
