Well, it turns out this isn't true. Long story short, a couple of
display bugs in Mathematica were tricking me into believe that was the
case. But exporting to an external figure showed that the tick sizes
are actually the same.

Of course, it is still a good idea to enlarge the PlotRangePadding
based on the tick size...
