I just realized your question was slightly different.
Apparently  DendrogramPlot[Agglomerate[...]] does not accept labels of
any type.
Not even if you type

DendrogramPlot[Agglomerate[data -> labels]]

where labels is a list of labels.
It looks like it is a bug.
