At this point is probably not worthwhile to develop one -- except for short-run use -- because: (1) Mathematica 7 already includes a TableView function that could provide the basis for such functionality; (2) As I seem to recall, in his videocast talk to the International Mathematica User Conference 2009, Stephen Wolfram indicated that spreadsheet functionality was on the way.
