Use CreatePalette with the option WindowFloating ->True. Or, for existing palettes, use the Option Inspector, select the palette notebook, and go to Notebook Options > Window Properties > WindowFloating. As it is now, the palette window stays behind other opened windows, which is tremendously inconvenient, as one has to look for the palette window behind the other opened windows (of other programs).
